Should the local government place limits on outsourcing?

From http://inventors.about.com/library/inventors/bl_jacquard.htm:

Joseph Marie Jacquard’s invention was fiercely opposed by the silk-weavers, who feared that its introduction, owing to the saving of labor, would deprive them of their livelihood. However, its advantages secured its general adoption, and by 1812 there were 11,000 looms in use in France. The loom was declared public property in 1806, and Jacquard was rewarded with a pension and a royalty on each machine.

Technology is a double edge sword. It can displace jobs and threaten people’s livelihoods. The Internet makes it easy to communicate with someone far away. It also makes it easy for corporations to relocate jobs to countries with cheaper labour (India, China, Philippines, etc.).

I would like to start a disscussion on the pros and cons of "offshore outsourcing". Should the local government place limits on outsourcing?

Is it common for people to switch jobs b/c of favoritism and heated competition among peers?

I am in a local government position where me and my co-worker have the same position title, but I fear being labeled a "slacker" because he often puts out 110% for the work that he does. I hate competition, but I do the best that I can. Yet, I often get outfoxed by him, because he is more outgoing than myself.

Do I need to find a new job, if it frustrates me that much?

What % of the adult American workforce depend on government for their income versus those in private industry?

Include those who are directly employed by either the federal, state, or local government, or are in a private industry job where 90% or more of their income is the result of a government contract, or those where their income is by way of a government entitlement program such as SSI or welfare.

Why does the British government deny (and appears to actually encourage) racism against the white population?

Local government councils have refused white people jobs, because they have to have a set quota of "ethnic minority" people. The BBC (a government controlled media) refuse to report on racist attacks against white people, whilst repeatedly bringing up stories of supposedly racist attacks against ethnic minorities (even when the accused have been found innocent in court). Given the security alert today, they are still allowing Musilms to board planes, although during the world cup they denied entry to planes for anyone who was suspected of being a football hooligan. They also changed the law a few years ago, and now anyone accused of "racism" is actually guilty until proven innocent, with the truth being no defence (race relations act 2000).

Local government work vs. federal?

i’ve been working for local government for the past 6 years. like many other local government, we are experience tough economic times which may result in reductions in force, pay freezes, hiring freezes or reduction in salary. i look on usajobs every once in a while and find plenty of jobs that equate to what i’m doing. is the federal gov’t experiencing the same problems? i don’t to apply for a job, maybe be offered one and only to be RIF’d 6 months later. my current job is pretty safe for the most part.
