Could green technologies use and production be catalyzed by the federal state and local government?

Would this help to better offset the loss of skilled, unskilled blue collar and white collar manufacturing jobs from outsourcing as well as create more science and research jobs? Would this be a signifigent improvement from what is happening today and what will happen without this being done? Would it be a wise and profitible thing to do that would stimulate the US economy and point it to a more environmentally healthy direction which given the state of the climate and environment today is critically importent?
